Basic Information about Luxi City and its Poverty Area and Poverty-stricken Students
潞西市地处云南省西部，德宏洲东南部,与缅甸毗邻，位于东经98度01—98度44)，北纬24度05—24度39之间。因在潞(怒)江之西而得名，东西长约71公里。南北宽约62公里，总面积2987平方公里，其中坝区(含海拔在1000米以下的低热河谷)占百分之26，山区占百分74。东北接龙陵县，西南连畹町经济开发区，瑞丽市，西北与陇川县，梁河县隔龙江(龙川江)相望.南与缅甸交界.国境线长68.23公里.市府芒市距省会昆明785公里,空距427公里,总人口33万.傣族,景颇族,德昂族,僳僳族,阿昌族,汉族等多种民族17.14万人，占全市总人口的百分之五十点五。少数民族人口占百分之五十一点七，是一个地处云南西部的少数民族边境市。
Named after its situation at the west of Lu (Nu) River, Luxi City is located at the west of Yunnan Province, southeast of Dehong Autonomous Prefecture, connecting with Longling County at northeast and Economic Development Zone of Wanding, Ruili City at southwest, facing Longchuan County and Lianghe County across the Longchuan River at northwest, neighboring to Myanmar at south with a 68.23km boundary line. Ranging from S98°01′ to 98°44, N24°05′ to 24°39′, Luxi City has a total area of 2987 km2 calculated by about 71km from west to east and about 62 km from north to south, of which 26% is the basin area (covering low thermal valleys with altitude less than 1000 m) while 74% is the mountainous area. Mangshi, the capital of Luxi, is 785 km away from Kunming City with spatial distance of 427 km. Served as a border city consisted with ethnic minorities, Mangshi has a total population of 330,000, accounting for 50.5% of total population in the whole city, including 171,400 from different ethnics, such as, Dai, Jingpo, De’ang, Lisu, Achang and Han, which accounting for 51.7%.
潞西市国土总面积2987平方公里，山区面积占百分之八十五点二,国境线长68.23公里。辖5镇6乡，84个村(居)民委员会，736个自然村，955个村民小组。2008年末，全市总人口37.7万人，其中农业人口27.8万人。农民人均纯收入2734元，农民人均纯收入低于1196元的贫困人口有10.7万人，占全市总人口的百分之二十九，占农业人口的百分之三十九。约2.5万人需进行易地搬迁。从总体上，潞西市的贫困面和贫困学生情况：一是贫困程度深，贫困人口基数大。2008年末，全市农民人均纯收入在1196元以下贫困人口有10.7万人，贫困人口中大多数贫困程度深,脱贫难度大。二是贫困人口分布广，贫困人口分布主要是四大类：一类是民族“直过区”;二类是边境沿线跨境民族居住区;三类是高寒山区和地质灾害泥石流滑坡区;四类是特殊贫困群体。三是易地搬迁工作任务十分艰巨。目前，还有2.5万人需进行易地搬迁。其中，1万人左右居住在生存环境恶劣的高寒山区;1.5万人处于泥石波滑坡地质灾害频发的地带，易地搬迁任务十分繁重。2009年，全市共有398名大学生申请生源地信用助学贷款。其中，申请到291人，因条件不符合没申请到107人。由于学生家庭贫困，不少学生面临辍学。
Covering a total land area of 2987 km2, with mountain area accounting for 85.2% and a boundary line as long as 68.23 km, Luxi City governs 5 towns and 6 villages, including 84 village (resident) committees, 736 natural villages and 955 groups of villager. By the end of 2008, there was a total population of 377,000, including 278,000 in agriculture. The rural per capita net income was 2734 Yuan. However, there were still 107,000 people earned less than 1,196 Yuan, which accounts for 20% of the whole city population and 39% of the agricultural population. 25,000 people needed to be relocated. The general situation of poverty area and poverty-stricken students in Luxi City is as follows: first, poverty in depth and impoverished population is huge. As of the end of 2008, there were 107,000 people suffered from poverty in the whole city with the rural per capita net income less than 1,196 Yuan, most of them were trapped into poverty so deep that it was rather difficult to free them from poor. Second, impoverished people are distributed widely, and mainly distributed at following four areas: firstly, “direct ethnic transition” region; secondly, cross-border ethnic residential area along the border; thirdly, cold and high mountain area and areas suffering from geological disaster, such as, debris flow and landslide; fourthly, special disadvantaged groups. Third, task of relocation is very difficult. At present, there are still 25,000 people waiting for relocation, and proximately 10,000 of them are living at cold and high mountain areas with poor living conditions; 15,000 people are trapped in areas where the geological hazard occurs very often, for example debris flow and landslide, thus it is pretty hard to relocate all of these people. There were 398 college students applied for Origin Credit Loan in 2009, among them, 291 passed and 107 failed for unsatisfying the application requirements. Due to poverty, many students have to drop out of school.

To make contribution to social welfare, all staffs of this company impelled ophthalmologists and other medical workers to positively participate into activity of “Warmth and Love” in 2009 Dehong Ophthalmology Communication Meeting, and donated the charity money amounting to 90,000.00 Yuan in total from sales of IOL (Intra Oeular Len) to Dehong Red Cross of Yunnan.
